MAJOR CHANGES TO OHIO’S PUBLIC RECORDS LAW: WHAT YOU NEED TO KNOW

Ohio’s public records law is one of the most complex in the country — and it changes every year. If you don’t stay updated, the financial penalties for violations can be severe. With major changes recently enacted, it’s more important than ever to ensure your agency is fully compliant.

Our 2025 public records training is your chance to get up to speed and avoid costly mistakes. Led by Ohio’s leading public records law experts, this training will equip you with the knowledge and tools you need to navigate the ever-changing legal landscape with confidence.

Our Public Records Training for Ohio Government Officials covers:

  • Latest Updates to Ohio’s Public Records Law: Understand the most recent legislative changes and how they impact your agency.

  • Avoiding Legal Pitfalls: Learn how to comply with public records and open meetings laws to prevent punitive financial penalties.

  • Landmark Cases and Lessons Learned: Insights from Ohio Supreme Court cases that have shaped public records law.

  • Crafting and Updating Records Retention Schedules: Practical steps to ensure your agency’s records management policies are up-to-date.

  • Hands-On Guidance: Tailored content and real-world scenarios that reflect the work of your team.

Our hands-on program includes:

  • Custom Handouts: Comprehensive materials provided as PDFs, so your team has a lasting resource.

  • Engaging and Practical Exercises: Real-world scenarios and examples to solidify understanding and application of the law.

  • Practical Application: Guidance on revising and updating your required records retention schedule.

The training will be led by Mark Weaver, Ohio’s leading public records expert. For several years, Mr. Weaver was the State of Ohio's lead litigator on cases involving Public Records and Open Meetings law. He authored eight editions of the "Yellow Book," the official state guide to Public Records and Open Meetings law. He also authored the Public Records and Open Meetings law chapter in the annually-published legal hornbook "Baldwin's Administrative Law." Over the past 25+ years, Mr. Weaver has handled several landmark public records cases in the Supreme Court of Ohio. The Cleveland Plain Dealer called Mr. Weaver "Ohio's Public Records guru."

Ryan Stubenrauch, a seasoned trainer in Ohio public records law, will co-lead the sessions, bringing practical experience and engaging teaching techniques that have earned praise from thousands of government officials.

Here’s what attendees have said about our training:

“Mark was interesting, educational, and informative — you’d never know he’s a lawyer!”
